The central apparatus in Bucharest housed over 6,000 personnel, coordinating major espionage operations. Territorial units varied in size, with the largest in Bucharest and others having around 70-80 employees in less strategic regions. Women made up 15.7% of the workforce, with only 22 in leadership roles. This figure does not account for the extensive network of informants used for monitoring the population.
