The Department of State Security (DSS) had 14,629 employees by the end of the communist regime, according to newly released data from CNSAS. The figures, from September 1988, reveal the scale of the surveillance apparatus. Over 6,000 employees were in the central apparatus, with 2,737 in Security Troops and 5,869 in territorial units. The central structure included key operational divisions, such as the Fourth Directorate for military counterintelligence and the Special Unit 'F' for surveillance. Various units were dedicated to interception, observation, and postal control, highlighting the extensive monitoring mechanisms of the regime. Bucharest had the largest security structure, while smaller units were noted in several counties, with Covasna having the least personnel.
