The construction sector in Romania faces a significant liquidity crisis due to a €3 billion gap between the physical progress of works and actual payments received. The Federation of Construction Employers highlights that while €9.45 billion is allocated to the sector under the PNRR, only €3.1 billion has been collected so far. Issues such as poorly prepared projects and lengthy procedures have hindered progress, and lessons from the PNRR must be applied to future funding programs. The federation urges political action to ensure project co-financing and continuity in the workforce, as skilled workers may leave for better opportunities abroad. The focus must shift to preparing for the next financial exercise from 2028 to 2034.
