Starting November, a new processing fee will be applied to low-value orders from platforms like Temu and Shein, impacting Romanian consumers indirectly. This fee, separate from the existing €3 customs duty, aims to cover rising costs associated with monitoring the increasing number of small packages entering the EU. The exact amount of the new fee is yet to be determined by the European Commission. E-commerce platforms outside the EU will be responsible for customs formalities, meaning Romanian buyers won't pay the fee directly upon receiving their packages. The EU's measures address the surge in online shopping from non-EU countries, particularly China, which accounts for over 90% of such packages. In Romania, starting in 2026, purchases from non-EU platforms will face double taxation, including a national fee and the EU customs duty.
