According to a Euronews article, Macron, Tusk, Meloni, and other European leaders received their invitations to the 56th celebration late, which is why they did not come to Budapest.

The Hungarian government invited several European leaders to the October 23 celebrations but sent invitations late, causing scheduling conflicts. Notable leaders like Donald Tusk and Giorgia Meloni had prior commitments. A source indicated that communication issues between the Prime Minister's Office and the Foreign Ministry contributed to this oversight. French President Macron declined the invitation, possibly due to comments made by Hungarian Prime Minister Péter Magyar regarding protests in Paris and migration policies. Despite the setbacks, around 40 countries sent delegations, mostly represented by ministers rather than heads of state. The Hungarian government has not yet responded to inquiries regarding the situation.
