Chained animals and those on balconies will be prohibited
The Portuguese Assembly has approved new animal protection laws prohibiting the permanent chaining of pets and their confinement on balconies. The legislation, initiated by the PAN party, also regulates the use of training devices for pets, banning those that cause pain or distress. The final text mandates that pets must not be left unattended in a manner that compromises their well-being. The government is tasked with implementing these laws within 90 days of publication. The PSD and CDS-PP opposed the measures, while the PCP abstained from voting.
