A new handling fee for shipments from non-EU countries to consumers in the EU has been introduced to support customs operations. This fee will be collected similarly to temporary duties for packages valued under 150 euros. Since its implementation in July, the volume of such shipments has decreased significantly, with Poland reporting a 50% drop in customs declarations. The new customs code, effective from September 20, 2023, shifts more responsibilities to sellers and platforms for compliance with EU regulations. The aim is to enhance control over incoming goods and reduce undervaluation issues.
