Less than half of these goals are on track, with only one goal clearly progressing. Despite nearly 90% of countries setting biodiversity targets, implementation remains inadequate. The gap between promises and action is significant, similar to climate change efforts. Effective protection requires management and enforcement, not just designating protected areas. The international ocean treaty, aimed at protecting biodiversity in international waters, has seen limited ratification, with key countries like the US and India absent.
