According to government plans, high-performance electric scooters can only be used with a driver's license.

The Hungarian Ministry of Transport is working on regulations for electric scooters, which will be categorized as a separate vehicle type under traffic laws. The proposed rules include a ban on alcohol use while riding, restrictions on carrying passengers, and specific sidewalk usage rules based on scooter performance. Low-powered scooters (up to 25 km/h) will have a minimum age of 14, while high-powered scooters (over 25 km/h) will require a license and helmet for users over 16. The Prime Minister emphasized the importance of regulation for safety and sustainability, following public discussions on the topic.
