The proposed changes by the Ministry of Finance and the Ministry of Health involve increasing the ALK fee from 25 PLN to 100 PLN per liter of pure alcohol in small packages. The revenue from this fee will fully support the National Health Fund (NFZ), with projected income of 740.6 million PLN in 2027 and nearly 1.5 billion PLN in 2028. The increase aims to further reduce the availability of small alcohol containers, potentially decreasing sales by 25%. The project also clarifies the calculation units for the fee and specifies the obligation's timing. Additionally, it simplifies reporting requirements for businesses and liberalizes penalties for non-compliance.
