FBI accuses North Korea of stealing from Binance, state of emergency in Bolivia due to El Niño

In Bolivia, President Rodrigo Paz declared a state of emergency due to severe droughts and floods linked to the El Niño phenomenon. Additionally, a drone attack targeted a refinery near Moscow, reportedly causing a fire without casualties.
