Government expects INEM funding to increase by 117 million euros
The Portuguese government anticipates an increase of 117 million euros in funding for the National Institute of Medical Emergency (INEM) for 2027, totaling 313 million euros from insurance premiums. This increase is attributed to the expected expansion of mandatory insurance policies, particularly in housing and disaster risk coverage. The current funding model relies on a 2.5% share from health, life, accident, and auto insurance premiums. The new organic law for INEM, effective since August, maintains this funding structure without introducing new revenue sources. Opposition parties have called for parliamentary review and proposed amendments to increase the percentage of premiums allocated to INEM.
