Here is a list of those who can visit Budapest on October 23 at the call of Hungary

Several countries have accepted the invitation to the prime minister's October 23 event, but typically not heads of state. EU leaders will attend personally. Prime Minister Péter Magyar confirmed that all were invited except the Russian president, and while he mentioned that he couldn't recall the exact number of invitees, he doubted Ukrainian President Zelensky would attend. Notable attendees include Ursula von der Leyen, António Costa, and various ministers from Italy, Germany, Norway, Serbia, Moldova, Estonia, the Czech Republic, Austria, and Slovenia.
