Karnowski: a higher tax threshold is "almost the same" as 60 thousand in the tax-free amount. It is not.
On October 22, 2026, the Polish parliament approved tax legislation raising the second tax threshold, benefiting higher earners. Jacek Karnowski discussed the changes in a TVN24 interview, highlighting the financial implications of the new tax structure. The proposed changes include raising the second threshold from 120,000 to 130,000 PLN and introducing a new 24% rate for incomes between 130,000 and 150,000 PLN. While the reform is expected to cost the public finances around 10.2 billion PLN, raising the tax-free allowance to 60,000 PLN would cost approximately 58.6 billion PLN. The new tax structure primarily benefits high earners, with significant gains for those earning around 15,000 PLN monthly, while lower earners see little to no benefit from these changes.
