The railway development has been outsourced from under the government.

A Hungarian government decree has transferred railway development responsibilities from the government to MÁV Pályaműködtetési Zrt. and GYSEV Zrt. The GYSEV will oversee the railway network operated by these companies, while the Ministry of Transport retains supervisory authority. This change aims to facilitate large-scale railway developments funded by EU money, including vehicle acquisitions and station renovations. The decree mandates a 60-day handover process between the ministry and the companies, covering investments and related rights. Certain projects, such as the reconstruction of the Gubacsi railway bridge and the modernization of North Balaton stations, remain under the ministry's direct management.
