Pavl's new concept of army construction is unrealistic and does not meet basic goals

The Czech government discussed a new military concept with President Petr Pavel, who criticized its realism and effectiveness. The document outlines military development priorities until 2040, noting that the country currently meets only 30% of NATO commitments. It aims to increase professional soldiers to at least 32,000 by 2030 and streamline recruitment processes. However, funding limitations may hinder the development of military capabilities and infrastructure. The plan anticipates a defense budget reaching 3.5% of GDP by 2035, but current financial constraints could delay necessary improvements. The military's ability to fulfill collective defense tasks is currently inadequate, with significant gaps in personnel and resources.
