Paczki from outside the EU will be even more expensive. A new fee from November

The European Union has introduced a new fee of 2 euros per item in customs declarations, effective November 1, raising total charges to 5 euros. This fee aims to curb the influx of low-value goods, particularly from China, following a previous flat-rate customs duty. The Polish Ministry of Finance reports a 50% drop in low-value shipment declarations since July, indicating the fee's impact on imports. The fee will be collected by the National Revenue Administration from entities submitting customs declarations, such as EU branches of companies or postal operators. In 2025, Poland processed over 26 million shipments from outside the EU, with a significant portion originating from China, highlighting the scale of e-commerce and the EU's efforts to regulate it.
