PergaminhoFlash challenges the award of newspaper distribution to VASP

PergaminhoFlash has filed an administrative challenge against the public tender for newspaper distribution won by VASP, claiming serious errors in the evaluation process. The company has also initiated urgent legal action in the Sintra court. They argue that the adjudication criteria were flawed and that there were inconsistencies in the jury's final report. VASP secured the contract by improving its proposal, which is cheaper and ensures five sales points per municipality in low-density areas. The initiative is part of the Action Plan for Social Communication, aimed at preventing access issues to printed media in rural areas. The total state expenditure for the contract is approximately 2.29 million euros over three years, reflecting a significant cost reduction compared to initial estimates.
