Why the amendment of the Constitution, demanded by the RN to implement its program, is very complicated

The National Rally (RN) proposes constitutional changes regarding national priorities, immigration, and identity, but faces challenges in implementation. Even with a presidential win in 2027 and a parliamentary majority, constitutional amendments require approval from both the National Assembly and the Senate. This gives the Senate veto power, complicating the RN's plans. Amendments must also be approved by a referendum or a Congress session, which is a high bar. The RN is considering using Article 11 for a less stringent referendum process, though many legal experts deem this approach irregular. This raises questions about the democratic nature of the stringent constitutional revision rules.
