Russian attacks on Ukrainian energy infrastructure are considered war crimes by the UN commission
The UN Human Rights Council's investigative commission reports that Russia's attacks on Ukraine's energy infrastructure aim to inflict suffering on civilians, constituting war crimes. With the onset of winter, these attacks have intensified, causing severe damage and unbearable living conditions for the population. The commission highlights the physical and mental health impacts on civilians enduring harsh winters without heat or electricity. Additionally, Russia is accused of human trafficking and coercive recruitment practices for military service, targeting citizens from 29 countries. Established in March 2022, the commission investigates human rights violations related to the ongoing war.
