The decisive phase begins. Poland wants to postpone ETS2, but reaching an agreement will be difficult

The Irish presidency is preparing a technical compromise document regarding the ETS2 system, which aims to tax emissions from road transport and heating starting in 2028. Poland seeks to include ETS2 in the revision of ETS1, but several countries, led by Sweden and Denmark, oppose this, arguing it would delay the process and disrupt investments in modern technologies. The Irish presidency aims for a compromise by December 11 during the EU Environment Council meeting. Additionally, the European Parliament is divided on ETS2, with proposed amendments suggesting a delay in its implementation until January 2031. The goal is to reach an agreement on the ETS revision by the first quarter of 2027.
