Transition of territories: the progress is too slow
The summer highlighted the urgent need for climate adaptation policies alongside emission reduction efforts. Provincial capitals are crucial for implementing these policies, yet progress remains slow. Despite bureaucratic challenges, energy revolution initiatives, such as solar panels on historic buildings, are advancing. However, adaptation policies struggle without adequate funding from higher government levels. The national climate adaptation plan was approved post-Ischia flood, but recent budgets lack necessary allocations for its implementation. Additionally, urban flood risk reduction and land consumption laws remain unaddressed, with ongoing development on agricultural land despite restrictions on ground-mounted solar energy.
