A commander of the Civil Guard in Ceuta explains that a gate in the fence was kept open due to the risk of a "human bottleneck" during the massive entry.
A lieutenant colonel of the Civil Guard testified that a gate at the Ceuta fence was kept open to prevent a human bottleneck during a mass entry on July 30-31. He acted independently, citing the risk of crush as National Police attempted to stop the influx. The situation was chaotic, with families and vulnerable individuals present. The colonel noted that six Moroccan boats were seen the previous day but none during the incident. An inspector from the National Police corroborated the increased migrant arrivals leading up to the event and described a 'human river' flowing into Spain. The investigation is looking into potential coordinated actions by Morocco and the response measures taken in Spain.
