RMF FM findings: Poland does not want farmers to bear the consequences of hybrid attacks

Four countries submitted a joint request regarding Article 20k of the CAP regulation draft for 2028-2034, focusing on hybrid threats affecting agriculture. The document was submitted to the EU Council on October 19. The proposed amendment aims to include hybrid threats, such as GPS signal disruptions, in the assessment of force majeure circumstances that could hinder farmers' compliance with obligations. This request was confirmed by Estonia during a meeting of agriculture ministers in Luxembourg. The countries involved—Poland, Estonia, Latvia, and Finland—seek to adapt EU regulations to the security realities along the eastern border, emphasizing that farmers should not be held accountable for uncontrollable events.
