When can the lack of a general plan block an investment?
As of September 1, 2026, municipalities and landowners are experiencing the full effects of the spatial planning reform enacted by the law of July 7, 2023. Despite multiple extensions of the implementation deadline, only about 38% of municipalities in Poland had adopted general plans by September 2026. The Ministry of Development and Technology estimates that 75% of municipalities will adopt these plans by the end of the year, but the complexity of the process raises doubts about this optimistic forecast. This situation poses significant consequences for property owners in municipalities without general plans.
