NGOs urge Portugal to create climate plan before COP31

Environmental organizations Zero and Oikos urged Portugal to establish a timeline for phasing out fossil fuels and a multi-year climate financing plan ahead of COP31. They emphasized the need for coherence in climate legislation and operationalization of the Climate Action Council. The groups also called for the creation of a Lusophone Climate Fund and expansion of debt conversion for climate investment to other Portuguese-speaking countries. They aim for COP31 to focus on implementation rather than announcements, highlighting the urgency of addressing climate change and the need for developed countries to lead in setting national roadmaps to limit global warming to 1.5 degrees Celsius.
