Changes to the VAT code and Special Consumption Taxes published in the DR

The law modifying VAT and Special Consumption Taxes was published today, aiming to enhance taxation rules for liquid fuel resellers and improve sector oversight. Law n.º 65/2026 expands the tax regime for fuel resellers, particularly for registered operators. It also amends decree-law n.º 31/2006, focusing on the organization of the National Petroleum System and related activities. The goal is to increase traceability and transparency in the fuel distribution chain while combating tax evasion. President António José Seguro noted potential procedural issues regarding EU law compliance during the legislative process, emphasizing the government's commitment to seek necessary EU authorization for special measures.
